Abstract
The Global South supplies critical inputs to frontier AI infrastructure yet holds no seat in the institutions that evaluate and govern frontier systems. This paper proposes the Andean Protocol: the founding design for a Latin American Frontier-AI Safety and Evaluation Institute (LATAM-AISI), financed through a lithium-for-compute mechanism. It specifies the institute’s mandate, governance, evaluation programme and multilateral pathway through CEPAL, the OAS and CAF, closing the trilogy that began with the access problem and the extraction pattern.
